GAO, Air Force Continue Conversation on CSAR-X

Secretary of the Air Force Michael Wynne and Air Force Chief of Staff T. Michael Moseley testified before the Senate Armed Services Committee on Tuesday, answering questions from Sen. Hillary Rodham Clinton D-NY about the recent Government Accountability Office’s (GAO) decision concerning the solicitation by the Air Force of the $15 billion CSAR-X contract. The GAO has asked the Air Force to reopen the bidding process. In February, Wynne said it was the Air Force view that the GAO decision be interpreted narrowly and that the Air Force decision be transparent and open. In his question and answer session, Wynne did say “we have an intention to resolicit” the contract.
Michael Golden, managing associate counsel for procurement law at GAO, said he had no comment on the testimony given yesterday. Officially, the Air Force has sent a letter to GAO requesting a reconsideration.
